Delhi plan For 2012-13 Finalized

The Annual Plan for the year 2012-13 for the state of Delhiwas finalised here today at a meeting between Deputy Chairman, Planning Commission, Mr.Montek Singh Ahluwalia and Chief Minister of Delhi, Smt. Sheila Dikshit. The plan size has been agreed at Rs.15,862crore.
In his comments on the performance of the State, Mr Ahluwalia said performance in all sectors is appreciable. Delhi has taken a number of initiatives which have helped in expediting pace of development and Planning Commission would suggest other States to learn from Delhi experience. Lot of focus is on social sector in which allocation will go up from 63 per cent to 65 per cent during the 12th plan. 
Mr Ahluwalia said the process of 12th plan finalization is nearing completion and he would request all States to suggest measures which they would like to be adopted in the plan that could improve efficiency of central schemes. He said the new plan will have added emphasis on urbanization and issue related to urbanization need to be flagged for evolving a more comprehensive approach. 

For the first time since 1951, the decadal growth rate of population in the NCT of Delhi has been recorded lower at 20.96 per cent in 2011 Census (47.02 per cent in 2001). The rapid population increase has raised density of population from 9340 persons per squarer kilometres in 2001 to 11297 persons per square kilometres in 2011. Urban population constitutes 97.50% of total population. The literacy rate in Delhi has increase from 81.67% (Census 2001) to 86.34% in 2011. Female literacy rate in NCT Delhi was 74.71% in 2001 which rose to 80.93% as against the corresponding national average of 53.67% and 65.46% respectively. Sex ratio i.e. number of females per 1000 males for the State in 2011 was 866 as compared to 940 at All-India level. The Child Sex Ratio (0-6 years) has declined from 868 (2001) to 866 (2011) in the State. It has been observed that the sex ratio and Child sex ratio in Delhi as compared to the All India are very low. 
The Gross State Domestic Product (GSDP) of the State increased from Rs.1,00,325 crore in 2004-05 to Rs.2,13,429 crore in the year 2011-12. The per capita Net State Domestic Product (NSDP) of the State was Rs.63877 in the year 2004-05 which increased to Rs.1,19,032 in 2011-12 against the All-India Average of Rs.38,005. NCT of Delhi continues to register higher percentage growth of GSDP and Per Capita NSDP than All-India. 
In Sectoral Composition of GSDP, Agriculture and Allied sector makes a negligible contribution to the GSDP of Delhi. Its share in the GSDP was a mere 1.09 per cent in 2004-05 which declined to 0.69% during 2011-12. The share of Industry is also declining slowly from 18.44% in 2004-05 to 14.08% during the year 2011-12. On the other hand, the contribution of tertiary sector has been rising continuously. Its share has gone up to 85.23% in 2011-12 from 80.47% in 2004-05. 
In her comments on plan strategy for the current fiscal and 12th plan, Ms Dixit said the Government would work to giving Delhi image of a caring city where every citizen proudly aspires to and secured feature for himself and his family. She said the State has opted for a zero loan budget that would get around 92 per cent funding from its own sources. She said 12th plan outlay of Rs.90,000 crore would include Rs.83,137 crore from own sources. 
She said plan utilization of 98 per cent was achieved in 1`1th plan and even during the last fiscal 95 per cent utilization was achieved despite constraints. She said outstanding debt has also come down to Rs.28, 308crore from 30,140 crore in 2009-10. She said new plan schemes to be launched in this year would include DilliSwarozgarYojana under which members of SC,ST, OBC and minorities would get a loan of Rs. five lakh for self-employment. A scheme to make Delhi a kerosene free city would also be launched shortly. 
Mission would be launched in 12th plan to improve health indices. Maternal and infant health care delivery system would be restructured with the convergence of all related programmes. Three new medical colleges and five nursing schools would be set up. A world class skill up gradation centre in collaboration with ITE Singapore is being set up. Power generation capacity is proposed to be increased to 4,730 MW during Plan from the present level of 2,232 MW during 11th plan. Efforts will also focus on making Delhi slum free city.
